Creighton Court Breaks Ground

The Richmond Redevelopment and Housing Authority (RRHA) in partnership with The Community Builders (TCB), and the City of Richmond closed on the first phase of vertical construction for Creighton Court, one of the Richmond’s oldest public housing communities, located in the city’s east end.

RICHMOND, VA — On December 13, 2023 the Richmond Redevelopment and Housing Authority (RRHA) in
partnership with The Community Builders (TCB), and the City of Richmond closed on the first phase of
vertical construction for Creighton Court, one of the Richmond’s oldest public housing communities, located in the city’s east end.

Financial support for this closing came from the City of Richmond, Virginia Housing, Bank of America,
Department of Housing and Community Development and RRHA. Passers-by on Nine Mile Road will notice land being actively cleared, excavated and leveled to make way for 68 affordable housing units. Twenty-one (21) of these newly constructed residences will be Project Based Voucher (PBV) units for Creighton families. A formal groundbreaking event to celebrate this milestone will be held sometime in late March 2024.

Mayor Levar Stoney, a longtime supporter of RRHA’s affordable housing efforts, stated, “Addressing the
affordable housing crisis has been one of my administration’s biggest priorities. I’m pleased to see more progress on the construction of affordable housing units in Creighton Court and look forward to them opening soon. These units will help Richmonders most in need by providing them a place they can call home and sense of security. In my last year as Mayor, I’ll continue to work with partners and accumulate more resources and provide an abundance of housing for ALL Richmonders.”

RRHA CEO Steven Nesmith has been working diligently on several fronts to bring affordable housing online. He added, “We cannot effectively address poverty unless we address the lack of affordable housing. Access to affordable housing for RRHA residents is the infrastructure that our communities need to elevate families into the working and the middle class. Creighton is just the beginning,”

After the first 68 units are constructed, which is estimated to take place over the next 18 months, an
additional 72 units will follow. Once construction is complete, leasing of the 68 units will begin. Priority will be given to Creighton Court residents who have elected to remain on site.
