Shangwé Parker is vice president of operations for The Community Builders, Inc. (TCB) in Chicago, a position he has held since 2021. Shangwé leads TCB property operations across Illinois, Ohio and Michigan. He directs and mentors portfolio operations managers in all phases of property leasing, maintenance and financial operations, ensuring that the organization’s mission-driven business and resident experience objectives are achieved.

Shangwé has had a long career in affordable housing management. Prior to joining TCB, he worked for The Habitat Company in Chicago for 13 years, where he held a variety of roles, including property manager, regional manager and vice president.

Shangwé holds a bachelor’s degree in economics from Kenyon College in Ohio. His professional credentials include Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS) and Certified Manager of Maintenance (CMM) from the National Center of Housing Management, as well as an Illinois Real Estate License.
