Senior Vice President of Real Estate Development, Midwest

Will Woodley is the Senior Vice President of Real Estate Development for The Community Builders, Inc. (TCB) in Chicago, a position he has held since 2024. Will is responsible for all real estate development activity in Illinois, Northwest Indiana and Wisconsin. Within this geography, he oversees the identification and implementation of real estate development projects through stabilized occupancy.

Will joined TCB in 2005 as a special assistant to the regional director. Later he was promoted to project manager where he managed development projects in Chicago and Northwest Indiana, including the North Harbor Revitalization Initiative, Cornerstone Apartments and affordable housing renovations in Chicago’s North Washington Park, South Shore and Near West Side neighborhoods.

Before joining TCB, Will worked as a researcher at the Urban Institute in Washington, D.C., where he helped assess the impacts of transforming public housing into mixed-income communities, the effectiveness of youth programs in public housing and HUD’s HOPE VI program in Chicago communities.

Will holds a B.B.A. in economics, summa cum laude, from Loyola University Chicago and a Master in Public Policy and Urban Planning from Harvard University. Will is a member of the Urban Land Institute and the Metropolitan Planning Council’s Housing and Community Development Committee.
