CLEVELAND, OH — The City of Cleveland, Cuyahoga Metropolitan Housing Authority (CMHA), and The Community Builders (TCB) celebrated the grand opening of Woodhill Station East, the third phase of the Buckeye-Woodhill Choice Transformation. This new building will deliver 54 quality, affordable apartments and 10 market–rate apartments for individuals and families to help revitalize the Buckeye-Woodhill neighborhood. Constructed immediately to the east of the award-winning Woodhill Station West at the corner of Buckeye Road and Woodhill Road, the new building marks a key milestone as the last off-site phase.
“Woodhill Station East represents the future of equitable development in Cleveland, creating high-quality housing, expanding opportunity, and delivering the kind of neighborhood investment residents deserve,” said Mayor Justin M. Bibb. “Through the Cleveland ERA, we are proving that affordable housing can and should be connected to transit, jobs, and amenities that help families thrive. This project is another major step forward in the transformation of Buckeye-Woodhill and reflects what’s possible when strong public, private, and community partners come together around a shared vision for Cleveland’s future.”
Woodhill Station East is the third phase in the redevelopment of the former Woodhill Homes. This new apartment building will include 64 new apartment units at varying levels of affordability, as well as a commercial space that could host up to 3 commercial tenants. Residents will enjoy access to Woodhill Station East’s full suite of community amenities, including a community room, lounges, fitness center, landscaped greenspace, and an outdoor patio space for residents to come together as well as hold community events. All units are pre-wired for high-speed internet service, including low-cost access provided by Digital-C, virtually connecting residents to education, employment, and community. In addition to on-site amenities, the community is conveniently located near public transportation.
“I’m grateful for the local, national, and neighborhood partners who committed themselves to breathing new life into the Buckeye-Woodland neighborhood and reconnecting it to the rest of our city through transit,” said Cleveland City Council President Blaine A. Griffin. “We’ve reached the halfway point in the Buckeye-Woodland Choice Neighborhood Transformation, and we’re beginning to see how this neighborhood’s future will look. Neighbors are more excited than they’ve been in years, and I’m right there with them.”
“The opening of Woodhill Station East marks a key moment in the Buckeye-Woodhill Choice Transformation: the completion of all off-site phases. The first three phases have already begun to reshape how residents experience their community, bringing new, high-quality homes and laying foundations for retail opportunities,” said Jeffery K. Patterson, Chief Executive Officer of the Cuyahoga Metropolitan Housing Authority. “The transformation of Woodhill Homes has helped spark renewed energy and momentum across the Buckeye-Woodhill neighborhood, with partners building on this shared vision for long-term community growth.”
TCB will oversee a wide range of resource and programming partners and activities, including a team of TCB Community Life case managers. Case managers provide onsite supportive service programing and work collaboratively with the strong network of service partners to address the needs for all Woodhill Station East residents. Community Life managers will work on site to connect residents to opportunity in six areas: workforce development, asset building, community engagement, youth development, education, and health and wellness.
“The Community Builders are thrilled to be here today to open the doors at Woodhill Station East and mark the completion of the third phase of the Woodhill Homes transformation. Today’s ribbon cutting is a milestone that delivers 64 quality affordable homes to individuals and families, making Cleveland’s Buckeye-Woodhill neighborhood even stronger,” said George Tabit, regional vice president of real estate development for The Community Builders. “And of course, we welcome home the residents of Woodhill Station East!”
Financial partners include Lument, Ohio Capital Corporation for Housing, Ohio Housing Finance Agency, Citizen’s Bank, HUD Choice Neighborhoods program, The Community Builders, CMHA, and the City of Cleveland via ARPA HOME funds.
In 2021, HUD awarded a $35 million Choice Neighborhoods Implementation Grant to CMHA and the City of Cleveland to support the Buckeye-Woodhill Transformation Plan. With the support of more than 200 collaborative and community partners, CMHA, the City of Cleveland and TCB are leading the transformation and revitalization of Woodhill Homes and the surrounding Buckeye-Woodhill community. In April 2023, HUD awarded CMHA and the City of Cleveland a Choice Neighborhoods Supplemental Funding Grant for $10 million, to further support the development of replacement housing in conjunction with the Transformation Plan. The redevelopment, which is taking place in multiple phases over the next several years, will include approximately 638 homes and public amenities such as outdoor gathering spaces, recreational fields, and playgrounds.
