Cleveland, OH – Cuyahoga Metropolitan Housing Authority (CMHA), the City of Cleveland, and The Community Builders (TCB) are pleased to announce the financial closing and start of construction for Woodhill Homes, Woodhill Center East, a $33.4 million development representing the second phase of the Buckeye-Woodhill Choice Neighborhoods Implementation in Cleveland, Ohio. Located at 11305 Woodland Avenue, this phase of the Buckeye-Woodhill Transformation Plan will create 77 quality affordable apartments for families and revitalize the Buckeye-Woodhill community. Marous Brothers Construction is moving equipment onto the site and they are quickly beginning construction.
In 2021, the Department of Housing and Urban Development (HUD) awarded a $35 million Choice Neighborhoods Implementation Grant to CMHA and the City of Cleveland to support the Buckeye-Woodhill Transformation Plan. With the support of more than 200 collaborative and community partners, CMHA, the City of Cleveland, and TCB are leading the transformation and revitalization of Woodhill Homes and the surrounding Buckeye-Woodhill community. The Choice Neighborhood Implementation Grant ensures that equitable neighborhood development in Cleveland becomes a reality in a prime southeast Cleveland neighborhood. “This second phase accelerates the momentum of the project and its transformational change for the neighborhood, bringing economic growth with new housing, streets, and public space,” said Council President Blaine A. Griffin, whose ward includes this second phase.
“This project is so important to the neighborhood, which is why I sponsored legislation for the city to provide a $5 million loan with American Rescue Plan Act funding to this portion of the project to ensure these early phases of the project are successful. I know there are more phases to the project that need to be completed, but it’s exciting to know that when they are, not only will the neighborhood be changed, but families and residents there will be provided resources and support to succeed.”

Woodhill Center East will be developed with financial support from the City of Cleveland, the United States Department of Housing and Urban Development (HUD), the Ohio Housing Finance Agency, Ohio Capital Corporation for Housing and Lument.
Project Overview
Woodhill Center East is the second phase of the Buckeye Woodhill Choice Neighborhood Transformation. This phase is located east of Woodhill Homes along Woodland Avenue, between East 110th and Martin Luther King Jr. Drive. The Choice Plan focuses on the redevelopment of Woodhill Homes into several new high-quality mixed-income apartment buildings. All buildings in each phase will meet high-quality health and environmental standards. Woodhill Center East will feature 77 apartments for families, comprised of a 61-unit multi-family building and 16 townhouses. There will be a mix of one-bedroom, two-bedroom, and three-bedroom units. The development will also include a community room, fitness center, landscaped greenspace, a playground, and an outdoor patio.
